Prison inmates charged with filing false income tax returns

SYRACUSE – Federal authorities Friday said Terry Reed, 35, an inmate at Clinton Correctional Facility in Clinton County, pled guilty to submitting false tax returns to the IRS containing fraudulent requests for refunds.

The conspiracy charge carries a maximum sentence of 10 years incarceration and a $250,000 fine.

In entering his guilty plea, Reed admitted that he agreed with other inmates and with others who were not incarcerated to obtain blank tax forms, on which he entered fraudulent information that appeared to entitle the taxpayer to a tax refund.  Reed then arranged for others who were not incarcerated to mail the completed tax return to the IRS in order to obtain a refund.

Reed admitted completing 23 fraudulent returns, and admitted that the amount of the requested fraudulent refunds exceeded $140,000.
