Upstate man charged with sexually abusing minor for three years

WATERTOWN - The State Police in Watertown arrested Joshua Koutrakos, 27, 1007 Bronson St., Watertown, on one count of predatory sexual assault against a child, a felony, one count of endangering the welfare of a child, a misdemeanor, and one count of unlawful possession of marihuana a violation. Koutrakos is accused of subjecting a 12-year-old male to oral and anal conduct from January 2009 through January 2012 when residing in the Village of Black River, Jefferson County.

Koutrakos was arrested at his residence on a Jefferson County arrest warrant and found to be in possession of approximately 1.3 grams of marihuana.  He is in the Jefferson County PSB with no bail pending arraignment in county court.

State Police were assisted in this investigation by Jefferson County Child Protective Services and the Watertown Police Department.
