Man released from state prison a week ago charged with raping woman in her apartment

ELLENVILLE – An Ellenville man is being held in the Ulster County Jail without bail after he allegedly raped a woman in her Town of Wawarsing apartment on Friday.

Luis Ortiz, 47, who lived at the Colonial Motel on Route 209 in Ellenville and who was charged, had been released from state prison on August 9 and is on parole for first-degree burglary.  He is now charged with felonies of rape, burglary, unlawful imprisonment and misdemeanors of obstructing breathing and resisting arrest.

Investigators from the State Police and the Ulster County District Attorney’s Office determined Ortiz struck up a conversation with the victim outside the apartment complex and entered her apartment under false pretences. Once inside, he forcibly raped, choked and kept her against her will.  He also stole property from the woman before leaving.
