Female teacher, 44, charged with raping 13-year-old boy

NEW WINDSOR – A 44-year-old female former substitute school teacher has been charged with rape and other offenses in connection with a relationship she allegedly had with a 13-year-old boy.

New Windsor Town Police said the parents of the child suspected their son was involved in a relationship with Lisa Franklin, of the Town of Newburgh, when they discovered inappropriate text messages on his phone.

The boy and the teacher first met when she was a substitute teacher at Sacred Heart School in Newburgh and police believe the relationship began when the boy was 12 years old.

During the investigation, police learned the boy and the woman were involved in numerous sex acts in several jurisdictions.

The Orange County Child Abuse Unit was asked to get involved in the investigation and Franklin was arrested. She was charged with first-degree course of sexual conduct against a child for an act committed in the Town of Newburgh, and two counts of second-degree rape for acts committed in the Town of New Windsor and City of Newburgh. The investigation is continuing and police said additional charges are expected.

Franklin was sent to the Orange County Jail in lieu of $10,000 bail or $25,000 bond.
