Former tax clerk charged with levying his own fees

WHITE PLAINS – A former employee of the City of Yonkers Taxation and Finance Department has been charged with felony scheme to defraud.

Lionel Thomas, 35, of Yonkers was arraigned on charged that he engaged in a scheme to defraud a number of taxpayer in Yonkers.

On six separate occasions, it is alleged that Thomas demanded and received cash “fees’ for processing legitimate tax payments from Yonkers residents. He had no authority to charge the “fees” and withheld the money from the city, it is alleged.  He is also charged with fraudulently inducing another taxpayer to pay him $380 in “late fees” on the victim’s taxes when no such late fees were properly chargeable.

Police began to investigate when one of the victims thought the cash “fee” to be suspicious and called the Department of Taxation and Finance to ask about the policy.

Thomas faces up to four years in state prison if convicted.
