Man trooper shot to death was Newburgh resident

TOWN OF NEWBURGH – State Police have identified the man a trooper shot to death during a traffic stop scuffle as William Baynes, 51, of Newburgh.

Police said that at 7:40 p.m. On Thursday, October 4, State Trooper David Ruderfer, 31, assigned to the Highland Barracks, conducted a vehicle and traffic stop on Route 32 near Route 300 in the Town of Newburgh.

During the course of the stop, the trooper and Baynes were on the shoulder of the road engaged in a phyhsical altercation, according to police. During the course of the struggle, Trooper Ruderfer shot Baynes with his Glock .45 striking him in the abdomen.

Baynes was taken to St. Luke's Cornwall Hospital in Newburgh, where he died. The trooper was also taken to the hospital for injuries he received during the altercation.

Ruderfer is an eight year veteran of the State Police.

The Orange County District Attorney's Office and State Police are investigating.
