FULTON - State Police in Fulton arrested Marshell "Lowell" Foster, 72, from 4 Taylor Avenue City of Fulton, NY for one count of endangering the welfare of a child.  Foster is accused of having inappropriate contact with a 12 year-old female which resulted in his arrest.

During the course of the investigation, it was learned that there may be additional victims of abuse and State Police Investigators are asking anyone who may have had dealings with Foster in the past and suspect that he was inappropriate with a child, to contact them at the Fulton Barracks at 315-598-2112.

Foster was issued an Appearance Ticket, returnable to the Town of Volney Court for June 11.
