Man arrested in Mid-Hudson murder

MIDDLETOWN – Police have arrested a Middletown man and charged him with second-degree murder in connection with the February 5 killing of Arthur Twyman of Middletown.

Richard Brown, 68, allegedly shot Twyman several times with a rifle.  Brown was arraigned and is in the Orange County Jail without bail.

Twyman was a registered sex offender who had been convicted of rape, sodomy and sexual abuse in connection with a July 1992 incident in Ossining involving a 17-year-old girl.

State Police, the New York State Forensic Investigation Center and the Orange County District Attorney’s Office assisted in the investigation.
