On 12/21/07 at 1:30 p.m. Mary T. Ching, 47, of 20 White St., Clark Mills, NY, was arrested at her residence and charged with Grand Larceny, Third Degree, a class D felony, and Falsifying Business Records, First Degree, a class E felony.  The arrest was the result of an investigation of Ms. Ching's activities in November and December, 2007, while employed as a Senior Social Welfare Examiner at the Oswego County Department of Social Services. Ms. Ching is accused of fraudulently opening a public assistance account for a fictitious family and using the funds she had directed to the account for her own personal use.  Ms. Ching was arraigned at Volney Town Court and released pending a return date of January 8, 2008 at Mexico Town Court.

On 1/22/07 at 1:30 a.m., Charles J. Smith, 26, of 9 Taylor Ave., Fulton, NY, was arrested for Driving While Intoxicated and Driving With .08 of One Percent or More of Alcohol, the result of a one-vehicle accident that occurred in the Town of Volney.  Mr. Smith was reportedly driving northbound on Old Maple Avenue when he lost control of the 2001 Land Rover Discovery he was driving as he approached the intersection of Maple Avenue causing the vehicle to overturn.  Mr. Smith was issued tickets returnable to Town of Volney Court on 1/07/08 and released to his parents.  Slippery pavement also appears to have been a contributing factor with roads reportedly covered with snow and ice at the time.

On 12/22/07 at 2:01 a.m., Timothy E. Smith, 43, of 451 CR 11, Lot 7, West Monroe, NY, was arrested for Assault, Third Degree; Escape, Third Degree; Criminal Tampering, Second Degree; and Obstructing Governmental Administration, all class A misdemeanors, stemming from an argument he engaged in with a female victim during which he allegedly grabbed the victim by the throat and punched her face several times.  After being taken into custody, handcuffed with hands behind his back, and secured in the patrol car, Mr. Smith reportedly tampered with the window in the cage of the vehicle releasing himself and re-entered the residence where further investigation was being conducted, then refused to cooperate.  Mr. Smith was arraigned before the Hon. John DeMong, Town of West Monroe Court, and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,000 bail bond.  He is scheduled to return to court on 1/04/08 to answer the charges.

On 12/22/07 at 8:53 a.m., Jacob B. Goodberry, 24, of 70 Kay Road, Redfield, NY, was ticketed for Aggravated Unlicensed Operation, Third Degree, and No Inspection Certificate following a traffic stop initiated on CR 15 just east of Wheat Hill Road in the Town of Sandy Creek.  Mr. Goodberry was released on tickets returnable to Town of Sandy Creek Court on 1/10/08.

On 12/22/07 at 11:55 p.m., Willard F. Hoyt, 48, of 813 CR 17, Bernhards Bay, NY, was ticketed for Operation While Registration Suspended (suspended 5/19/07 for lapse in insurance) and No Seat Belt-Driver, following a traffic stop on SR 49 in the Town of Constantia.  Mr. Hoyt was issued tickets and is scheduled to answer the charges before Town of Constantia Court on 1/14/07.

On 12/22/07 at 4:05 p.m., Joshua D. Wheatley, 21, of 108 Jackson Road, Richland, NY, was arrested for Burglary, Third Degree, a class D felony, and Petit Larceny, a class A misdemeanor, stemming from his participation in unlawfully entering the garage at a Town of Sandy Creek residence and taking tools from within, an act that occurred in October, 2007.  Mr. Wheatley was arraigned before Town of Sandy Creek Court and released on his own recognizance.  He is scheduled to answer the charges before Town of Sandy Creek Court on 1/07/08. 

On 12/22/07 at 9:06 p.m., an 18 year old male residing in the Town of Sandy Creek was charged with Criminal Possession of Stolen Property, Fifth Degree, a class A misdemeanor, after he was found to have in his possession a weed eater that was taken from a burglary that occurred in October, 2007 from the garage at a Town of Sandy Creek residence.  The youth was released on an appearance ticket and is scheduled to answer the charge before Town of Sandy Creek Court on 1/07/08.

On 12/23/07 at 4:54 p.m., Michael R. LaRock, 21, of 39 Franklin St., Sandy Creek, NY, was also charged for his participation in the burglary and theft that took place in October, 2007 from the garage at a Town of Sandy Creek residence.  He was arrested for Burglary, Third Degree, a class D felony, and Petit Larceny, a class A misdemeanor.  Arraigned before the Hon. James Maring, Town of Sandy Creek Court, Mr. LaRock was released on his own recognizance and scheduled to return to court on 1/07/08.
 
On 12/22/07 at 11:53 p.m., an Officer working a STOP DWI detail in the Town of Hannibal, observed a Jeep traveling eastbound on SR 104 cross over the fog line near CR 21 then drive back across the northbound lane across the yellow center lines.  Passing by CR 21 the vehicle was then observed crossing over the yellow center lines again on two more occasions.  Initiating a traffic stop approximately 2/10 of a mile west of SR 3, the driver, identified as Stephen P. Ostrander, Jr., 24, of 663 CR 23, Constantia, NY, was found to be under the influence of alcohol and was subsequently charged with Driving While Intoxicated and Failure to Keep Right.  Mr. Ostrander was arraigned before the Hon. Luther Dennison, Town of Hannibal Court, and remanded to the Oswego County Correctional Facility in lieu of $500 cash bail or $1,000 bail bond.  He is scheduled to return to court on 1/15/08.

On 12/23/07 at 2:07 a.m., Mark R. VanWie, 50, of 1822 CR 6, G1, Fulton, NY, was arrested for Driving While Intoxicated; Driving With .08 of One Percent or More of Alcohol; and Aggravated Unlicensed Operation, Third Degree (three suspensions on three separate dates: 2003 for failure to pay child support, 2001 for insurance lapse, and 2002 for failure to answer a summons), following an investigation into a motor vehicle accident that occurred in the Town of Volney.  Mr. VanWie, operating a 1995 Chevrolet Astrovan on CR6, reportedly lost control near the intersection of Rowlee Road and struck a telephone pole, breaking the pole in two places, before overturning and coming to rest approximately 50 feet north of the pole.  Mr. VanWie was issued tickets returnable to Town of Volney Court on 1/07/08 and released to a third party.

On 12/23/097 at 3:24 a.m., Paul J. Reed, 22, of 852 US Rt. 11, Bldg. 146, Hastings, NY, was arrested based on a warrant issued by Town of Mexico Court charging him with Speed Over the State Speed Limit and Aggravated Unlicensed Operation, Third Degree.  Mr. Reed was arraigned before the Hon. Dale Bigelow, Town of Mexico Court, and remanded to the Oswego County Correctional Facility in lieu of $100 cash bail or $200 bail bond.  He is scheduled to return to court to answer the charges on 1/22/08.

On 12/24/07, Jared M. Rice, 20, of 31 North St., Pulaski, NY, Tyler C. Perry, 20, of 169 CR 62, Pulaski, NY, Scott M. Moyer, 20, of 124 Roxborro Circle, Mattydale, NY, and William B. Haynes, 19, of 3163 Main St., Mexico, NY, were each arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor.   Each of the men were released to a third party after receiving appearance tickets returnable to Town of Mexico Court on 1/15/08.  Their arrest was the result of an investigation that revealed their participation in damaging or knocking mailboxes over along SR 104 and CR 58.
